SECURE

The National Administration of Penitentiaries, as a Project Promoter, is implementing SECURE, a project worth 2.9 million euro, in partnership with two Romanian institutions, between April 2021 and April 2024. The project is financed by the Norwegian Financial Mechanism 2014 - 2021, through the Justice Programme, managed by the Ministry of Justice as a Programme Operator. General objective: to develop an integrated set of measures for preventing recidivism and increasing inmates’ responsibility and chances to be reintegrated into society. Expected project results:
  1. Developing public policies aimed at preventing recidivism in Romania
  • one study of the recidivism causes in Romania carried out;
  • public policy documents with specific actions developed: a public policy document on preventing recidivism in Romania and an associated plan.
  1. Improving services and upgrading the infrastructure at Mărgineni Prison
  • 67 social reintegration and medical professionals, trained in developing skills in working with sentenced persons and in cultural sensitivity/diversity of vulnerable persons, focusing on Roma and other socially excluded groups, career guidance for prisoners and first aid;
  • 122 inmates of Margineni Prison, including 40 Roma and other socially excluded categories, participating in vocational training courses;
  • 78 inmates from Mărgineni Penitentiary, including 10 Roma and other socially excluded categories, certified for vocational skills acquired through non-formal means;
  • At least 75 inmates involved in the implementation of the multidisciplinary intervention project to reduce aggressiveness and reduce addictive risks of persons deprived of their liberty;
  • A multidisciplinary intervention project for the reduction of aggressiveness and the reduction of addictive risks of persons deprived of their liberty developed;
  • 52 new places of detention created;
  • A newly built multi-purpose ward, including a medical office, spaces for increasing the responsibility and autonomy of detainees and for running social reintegration activities and programmes, i.e. school and vocational training courses;
  • A functioning radio-TV studio in the multi-purpose pavilion;
  • An equipped sports hall and 1 functional sports field;
  • Four equipped and equipped solariums;
  • An equipped carpentry workshop;
  • Functional hairdressing workshops: equipping the existing one and creating a new one;
  • A club for social reintegration activities created;
  • An ambulance purchased for emergency medical assistance;
  • Four classrooms created and equipped (including a locksmith workshop and an IT laboratory).
