About the project

The National Administration of Penitentiaries, as a Project Promoter, is implementing SECURE, a project worth 2.9 million euro, in partnership with two Romanian institutions, between April 2021 and April 2024.

The project is financed by the Norwegian Financial Mechanism 2014 – 2021, through the Justice Programme, managed by the Ministry of Justice as a Programme Operator.

Project title: A Safe and Educated Community Undertaking Responsible Engagement – SECURE

General objective: to develop an integrated set of measures for preventing recidivism and increasing inmates’ responsibility and chances to be reintegrated into society.

Expected project results:

  1. Developing public policies aimed at preventing recidivism in Romania
  • one study of the recidivism causes in Romania carried out;
  • public policy documents with specific actions developed: a public policy document on preventing recidivism in Romania and an associated plan.
  1. Improving services and upgrading the infrastructure at Mărgineni Prison
  • 52 social reintegration and medical professionals, trained in areas such as career guidance, psychological counselling, behavioural dialectic therapy, management of behavioural disorders caused by addictions, vocational counselling, integration and reintegration of vulnerable persons/effective communication strategies with beneficiaries of social services, pre-hospital care, first aid courses;
  • 150 inmates from Mărgineni Prison, including 50 Roma and other socially excluded categories, participants in training courses;
  • 50 inmates from Margineni Prison, certified for acquired professional skills;
  • Minimum 75 inmates involved in the multidisciplinary activity project;
  • One or more study visits and best practice and knowledge exchanges organised for 30 persons;
  • One multidisciplinary activity project developed;
  • 52 new detention places created;
  • One newly built multidisciplinary centre, including a medical office, spaces for increasing inmates’ responsibility and autonomy and carrying out social reintegration activities and programmes, i.e. school and training courses;
  • One radio – TV studio operating in the multidisciplinary centre;
  • One equipped sports hall and a sports field;
  • Four greenhouses equipped, including the necessary equipment and materials;
  • One carpenter workshop designed and equipped;
  • Functional barber workshops: equipping the existing one and creating a new workshop;
  • One club for social reintegration activities created;
  • One ambulance purchased for emergency medical care;
  • Four classrooms created and equipped (of which one locksmith workshop and one newly built IT lab).
